  • Support implementation of the IRC Pakistan Strategic Action Plan
  • Guide proposal development and work with grants teams to secure funding
  • Ensure IRC’s Emergency Preparedness Plan (EPP) remains operational

Program Implementation & Quality

  • Oversee projects in livelihoods, education, health, and protection
  • Ensure strong Monitoring, Evaluation, Accountability, and Learning (MEAL) systems
  • Support provincial teams with reporting, corrective actions, and budget tracking
  • Promote gender equity, cash programming, and sustainable solutions

Partnerships & Representation

  • Build and maintain relationships with donors, NGOs, and government bodies
  • Strengthen local partnerships in line with IRC’s localization strategy
  • Represent IRC at national and international forums and donor meetings

Capacity Building & People Management

  • Line-manage program leads and sector coordinators
  • Promote staff performance, learning, and professional development
  • Embed IRC’s core values of Integrity, Service, Accountability, and Equality

Required Qualifications and Experience

Education

  • Postgraduate degree in international development, social sciences, international relations, or a related field

Experience

  • 8–10 years of progressive experience in humanitarian or development programming
  • 5–6 years in senior leadership roles within INGOs or complex program environments
  • Proven ability to manage large, multi-sector programs in challenging contexts

Skills & Competencies

  • Strong communication, negotiation, and presentation skills
  • In-depth knowledge of donor regulations (UN, USAID, ECHO, FCDO)
  • Ability to lead diverse, multi-cultural teams
  • Proficiency in Microsoft Office and project management tools
  • Willingness to travel to field locations across Pakistan

Location and Work Environment

  • Duty Station: Islamabad, Pakistan
  • Travel: Field visits across Pakistan as required
