Overview of the Job

One important member of the IRC Pakistan Senior Management Team (SMT) and a senior leadership position is the Deputy Director Program (DDP). The role ensures alignment with donor requirements, national development goals, and global strategy by providing strategic oversight, program design, and quality assurance across IRC’s portfolio in Pakistan.

Principal Duties

Leadership & Strategic Planning
Assume leadership of the programs department to guarantee effective program delivery and budget management.
Assist in carrying out IRC Pakistan’s Strategic Action Plan by coordinating projects with changing circumstances.
Lead the creation of proposals and work with grants and technical teams to find funding opportunities.
Make sure the Emergency Preparedness Plan (EPP) of IRC is up to date and operational for handling emergencies.

Program Execution and Quality

Oversee the planning and execution of projects in the fields of livelihood, education, health, and protection.
Ascertain the efficient implementation of program monitoring, evaluation, accountability, and learning (MEAL) systems.
Assist provincial coordinators with project reporting, corrective action, and budget tracking.
Work together with technical teams on sustainable solutions, cash programming, and gender equity.
Partnerships & Representation: Establish solid alliances with donors, NGOs, and government agencies.
In keeping with IRC’s localization strategy, fortify local alliances.
Attend important national and international donor and stakeholder meetings on behalf of IRC.
Building Capacity and Human Resources
Oversee program leads and sector coordinators.
Encourage staff performance management and professional growth.
Encourage the Integrity, Service, Accountability, and Equality values of IRC.

Workplace Requirements

Learning
a postgraduate degree in the social sciences, international relations, international development, or a similar discipline.

Experience

8–10 years of increasing experience in development and humanitarian programming.
at least five to six years of experience in complex program environments or senior leadership positions in INGOs.
demonstrated capacity to oversee extensive programs in fast-paced humanitarian environments.

Competencies & Skills

strong presentation, negotiating, and communication abilities.
thorough familiarity with donor regulations (UN, USAID, ECHO, and FCDO).
demonstrated aptitude for managing cross-functional projects and leading multiethnic teams.
proficiency with project management software and Microsoft Office.
Willingness to visit field sites and other locations throughout Pakistan.
Workplace: Islamabad, Pakistan; field offices may be visited as needed.
